A sensible order
Find the opportunity. Check whether the site justifies the effort. Read the contact route it publishes. Only then spend a verification credit or a campaign slot on it.
Work in that order and your paid lookups and sending capacity go to prospects somebody already checked.
When the published route is enough
Plenty of placements need no sender at all. A submissions form, a suggest-a-resource link, an award entry, a podcast guest form. The site is telling you how it wants to be approached, and following that beats an email campaign every time.
